Large technological companies one by one meet the Roskomnadzor in Plan of consent to transfer the data of Russian users to servers within the Russian Federation. Now Twitter has announced this. The management of the company announced its readiness to work in accordance with Russian legislation and to transfer all necessary data to the territory of the Russian Federation by the middle of 2018, Kommersant writes.
“We are in the process of determining which information about Russian citizens and organizations involved in the commercial relations of Twitter in Russia can be allocated for storage in the Russian Federation,” the letter of the vice-president on public policy in Europe, Middle East and Africa Twitter Inc. Shineid Maksuini to the head of Roskomnadzor Alexander Zharov.
Not all companies are ready to meet Russian officials. For example, the world’s largest social network of professionals LinkedIn did not agree to transfer the data of Russian citizens to Russia. As a result, Roskomnadzor through judicial process achieved the blocking of this social network in Russia. Representatives of LinkedIn met with officials in early March of this year, but, apparently, no agreement was reached. In any case, Roskomnadzor subsequently stated that the social network does not plan to eliminate the violation of the law. Roskomnadzor believes that this company collects and transfers information about citizens who are not users of the social network, without their consent.
Many foreign companies have already fulfilled the requirements of the law “On Personal Data”. Among these companies, according to Roskomnadzor, are Russian divisions of major foreign financial and credit institutions, including HSBC, Citi, Raiffeisen, Rosbank (part of the Societe Generale group) Intesa and Unicredit, trading (Yves Rocher, Avon, Oriflame) and IT -companies (Microsoft, HP), as well as the Pegas tour operator and McDonalds restaurant chain.
The Personal Data Act, which entered into force on September 1, 2015, obliges to keep personal data of Russian citizens on the territory of the country. Sites of violators of this law, according to the law, should be made by Roskomnadzor in a special register. If violations are not eliminated, the site and services of such a company are finally blocked. Roskomnadzor also conducts regular inspections of companies to ensure compliance with the law.
Last time representatives of Twitter met with Roskomnadzor employees about a month ago. Then the meeting was attended by the Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications Leonid Levin and Maksuini. The main theme of the meeting is the implementation of the Russian legislation by the microblogging service.
