In the explanatory note, the author of the bill, deputy V.V. Milonov (pictured) noted the depressing circumstance that now in Russia there is no legislative regulation of the activity Social network, and it must be indispensable: “Social network – a special virtual world in which a person spends a significant part of his life, comes into contact with other people, and, in fact, carries out all the same actions as in Real world. We can not allow this sphere to remain outlawed. ”
The author of the bill identifies two problems that are associated with the excessive use of social networks by adolescents:
- Popularization of suicides
- The pernicious influence of “difficult” adolescents on their peers
In order to prevent and combat such phenomena, the author of the bill suggests to prohibit the use of social networks for persons under 14 years of age . And “in order to root out a sense of impunity,” it is proposed to legislatively fix the procedure for registering a user of a social network . In particular, for registration, an identity card must be presented in electronic form.
The need to provide passport data, the author of the bill believes, will also solve the problem of “fake pages” when a person registers under a different name and compromises the person who allegedly owns the page.
“Another problematic block affected by this bill is the organization of unauthorized rallies using social networks,” the explanatory note says. – Organizers of such events find citizens who are ready to take part in an illegal action for a certain amount of money through social networks. In social networks, this is quite simple. In connection with this, it is proposed to tighten administrative responsibility for organizing unauthorized rallies through social networks. ”
The bill establishes a unified procedure for registering users of social networks, their basic rights and obligations. It is not allowed for a single user to have multiple pages in the same social network. For the provision of false personal data by a user or failure to report a change in his personal data – a fine of up to 3000 rubles. Entry by a user of up to 18 years into a community where information is spread about rallies or other information prohibited for distribution among children – a fine of up to 2000 rubles. The presence of several pages in the social network – a fine of up to 5000 rubles. Assigning the owner of a social network to a user several pages in the social network – a fine of up to 300 thousand rubles. The same penalty for the registration of a user who did not provide their personal data. Repeated violation – a fine of up to 500 thousand rubles. Or correctional labor up to 100 hours.
Among other things, V.V. Milonov proposes to prohibit the sale of goods through social networks to users under the age of 18 (fine to 30 thousand rubles.)
The bill establishes certain rules for viewing files, videos and photographs of other users, publishing comments, exchanging messages, reposting.
Control measures to verify the implementation of the provisions of the law are assigned to Roskomnadzor. In addition, an interdepartmental coordinating body for monitoring the implementation of activities in social networks will be established.
P. S. It is difficult to imagine that such a “draconian” bill can be approved by the State Duma.
